THE LANDLORDS.....
Legal two family homes in New York City are NOT PROTECTED like rent controled buildings four
or more units. Therefore, all abusive landlords can violate tenant protections laws, refuse to make repairs when served by
the NYC HPD as code enforcement tenant violations imposed on the landlords. These landlords are called, SLUM LORDS.
